ABOUT THE AUTHOR
Siim Sikkut served as the Government Chief Information Officer (CIO) of the Republic of Estonia, also titled as Deputy Secretary-General for Digital Development in the Ministry of Economic Affairs and Communications, from 2017 to 2022.
Siim's role was to set the strategy and policies and to launch and steer strategic initiatives and regulation in areas of digital government, cybersecurity, and connectivity in Estonia. While in office, he successfully took on the double challenge of continuing the Estonian government's twenty years of digital progress by steering the next innovation cycle, while keeping the existing digital services up-to-date and running smoothly.
Siim has been a serial intrapreneur in the public sector and was one of the founders of Estonia's ground-breaking e-Residency program. He has been nominated as one of the world's TOP20 most influential people in digital government by Apolitical. Siim also chaired the OECD Working Party of Senior Digital Government Officials from 2019 to 2021.
Previously, he worked as the Digital Policy Advisor to three consecutive prime ministers in the Government Office of Estonia, coordinating the digital policy planning and execution across the government. Siim's prior experience also includes work in the Estonian public sector in areas of strategic foresight, national strategic planning, and public financial management.
