CHAPTER 13Luis Felipe Monteiro: Brazil
Luis Felipe Monteiro was the digital government secretary of Brazil from 2018 to 2021, with a duty to transform the public sector in the country. In 2020, he was nominated by the World Economic Forum and Apolitical as one of the world's fifty most influential people revolutionizing government and among the one hundred most influential in digital government in 2018.
Previously, Luis had introduced the culture for innovation in various public sector roles. He also worked for multinational companies, always involved in innovation and IT.
As a trained computer scientist, he holds a master's degree in information technology management, an MBA in information systems strategy from Fundação Getulio Vargas (FGV), and has completed executive programs from Georgetown and Harvard University in leadership, innovation, and digital transformation in government.
Nowadays, Luis is the CEO of Cateno, a payments technology company.
Each time I think about it, I cannot help but admire in awe. Brazil is a maze of governance complexity, bureaucracy at (sometimes) its worst at three (or more) levels of government. There is a population of 210+ million. Economic struggles. Doing digital transformation in a place like this … well, it takes guts. And some mad skills.
Obviously, Luis Felipe must have them because he did not fear the challenge and tackled ...
