1 Introduction

The expansionary history of demand-side management (DSM) is one of substantial but by no means complete success. Among DSM proponents, there is no agreement on how to move forward, except to do so at an ever-accelerating rate. Many major organizational, programatic, and evaluation approaches are being questioned and disputed.
