Element Declarations
The conventional technique for associating types with elements is to use an element declaration. Element declarations come in two forms: global declarations and local declarations. Global element declarations must be named and must appear as [children] of the schema element. Local element declarations appear as part of a content model definition (typically inside a complexType definition) and are described later in this chapter. Local element declarations are typically more specific, and when both a global and local element declaration might be applicable, the local element declaration always takes precedence.
