Element declarations bind a complex or simple type to an element name in a context. Attribute declarations bind a simple type to an attribute name in a context. Like element declarations, attribute declarations can be global or local, and the mechanisms and issues relating to this choice are the same, but there are even fewer reasons to use global attribute declarations than there are for using global element declarations.
