Throughout the course of development, it's common for development teams to spend a chunk of time designing the system. Much of this time, however, is spent creating a flexible class structure, with little time actually being devoted to the system's package structure. The relationships between packages typically aren't considered, and the allocation of classes to packages isn't carefully thought through.
