Scrum Is Not a Methodology or a Governance Process
A methodology is “a body of methods, rules, and postulates employed by a discipline; a particular procedure or set of procedures.”1 A methodology does not work in a complex and unpredictable domain because it relies on knowing the solution and the steps that will get you there. In complex domains, teams must use an empirical approach to deliver value or solve problems. They must be able to determine their own processes and techniques and adapt them as they learn more through doing the work.
