When we talk about risk, we are primarily talking about the risk of incurring greater effort time than planned, because anything which causes our plan to require more effort time also may also cost calendar time. When our delivery date for a given commitment moves out, we either need to adjust the commitment (compromise on feature or quality), or we need to adjust the commitment date (deliver later).
