We have now defined the basic building blocks. The next step is to define how these building blocks move through the system, carrying data and transitioning states. We will revisit a couple of principles which inform how this happens:

• Clear ownership of work

• Clear inputs and input providers to each phase

• Clear transition criteria to transition work from one phase to the next

• Clear output and stakeholder approval
