As the US government spent US $83.4 billion in 2018 on information technologies (Office of Management and Budget, 2019), it is highly useful to examine their efforts to manage the procurement process. The Federal Acquisition Regulation (FAR), the Clinger-Cohen Act of 1996, and the Office of Management and Budget (OMB) circulars provide thousands of pages of regulatory guidelines for technology procurement.
