3 Take-off: The tactical view

The tactical view or tactical layer is the glue that binds together different departments of any organization. For the purposes of this publication, in any business, it will represent all departments that have senior leadership who report into the C-suite.

The team members who work in this layer may vary from business to business, but in essence they are in clusters of teams focused on departmental objectives, and will have both inputs to and outputs from the operational layer. In the warfare model referenced in Chapter 1, this is generally where the tactical response is initiated. We will now look at the tactical state for all organizational types from the view of a startup, scaleup, SMB and enterprise.
