So what do course design and development really mean? Webster says it as well as anyone:
Design: a preliminary sketch or outline showing the main features of something to be executed.
Development: to set forth or make clear by degrees or in detail.
Course design and development are phases of instructional systems development (ISD). In the design phase, the course director outlines the main features of the course and in the development phase, he or she makes the course content clear by increasing the level of detail.
