Any time you plug something in and turn it on, you're completing a circuit. The same is true if you accidentally come in contact with a live conductor and you get a shock. In either situation, current is flowing, and in order for current to flow, there must be a complete conductive path through which electrons can flow. If there is, it is a “complete circuit.”
