I used to be a British council library member (the card expired this year, but haven't renewed it yet). These libraries are quite good. They give us a membership card, and we can go and pick books, videos, and movie disks (I was lucky enough to meet my spouse, but that's a different story).
These libraries have racks stacked with books and are very organized. All I needed was just one card and when I placed a request, they gave out books for three weeks. If I used them for a longer period, I would be subject to penalties. Better to return them on time, you see.
