131Digital Video Compression
The standard was designed to offer computationally simple video coding
for multiple 64 Kbit/s bit rates. A hybrid DPCM/DCT model with integer
accuracy motion compensation is adopted by the standard. The ITU-T work-
ing group developed new standard H.263 (ITU-T 1990, 1993) with improved
compression performance over H.261. This provides better compression than
H.261, supporting basic video quality at bit rates of below 30 Kbit/s and is
part of a suite of standards designed to operate over a wide range of circuit-
and packet-switched networks.
