3.14 SCOPE AND LIFETIME
When a variable is declared within a function or a block (A block can be created by enclosing statements
within {}) that variable is accessible only to that block or function. Other blocks/functions cannot access
that variable as they are local to that block/function, and where the variable can be accessed is called the
scope of the variable. In other words, it is called the portion of program where the variable may be visible
or available.
