Measures
3.1 INTRODUCTION
As transportation professionals, we are oen asked specic questions on
the construction, operations, and maintenance of the transportation sys-
tem. For example:
Was the pavement constructed to the proper specications?•
Are cars going too fast on a highway?•
What is the average travel time from point A to point B?•
What is the capacity of a canal lock?•
In many cases, we can derive analytical solutions to these questions
based on rst principles. Oen, however, the answer has to be derived
