Introduction
Health is a key indicator of the quality of life and is recognised as a highly valued goal on its own. It is a basic input of human resource development, and promotes social justice and empowerment.
Article 3 of the Universal Declaration of Human Rights (1948) states in unambiguous terms that every person has the right to life. Article 25 of the Declaration states that every person has a right to a standard of living adequate for the health and well-being of the person and his family.
