Preface
The 9th SAARC Summit in 1996 appointed a group of eminent persons to evaluate and report on the performance of the SAARC during its ten years of existence and project a vision of SAARC for the next 15–20 years. The group, among other proposals, recommended the development and adoption of a social charter for South Asia.
The 10th SAARC Summit held in Colombo in July 1999 accepted this recommendation of the group and agreed that the social charter to be formulated should focus on drawing up targets with a broad range, to be achieved across the region in areas of poverty eradication, population stabilisation, empowerment of women, youth mobilisation, human resource development, promotion of health and nutrition and protection of children. ...
