9.3.3 The Three-Phase Search Algorithm
The two-phase approach presented in [17] is efficient for solving
the BiMMAP. Combing the phase for solving the OSP, a TPSA is
introduced to search the user association solution for the network.
Just as the name implies, the algorithm includes three stages: first,
in phase I find the supported non-dominated points and record
