1.3.1 Perspective and what costs include
The decision of which costs are included in an economic analysis is usually
tailored to the requirements of the decision-makers that are the target audi-
ence of the evaluation. Which costs are included can change the result of the
analysis and therefore it is important to be transparent about this aspect.
For a number of countries, health care decision making bodies only con-
sider health care costs when assessing the cost-effectiveness (which we define
