When a Windows Service does anything, it writes an entry to the event viewer. You can see any errors that may have occurred here:

As you can see, in the preceding case, the service was unable to find the configuration file.

It's not possible to cover every possible error and solution here; however, broadly speaking, a Windows Service obeys the same rules as any other program. If the Windows Service works in the test harness and the unit tests pass, then the likely issue is with the environment, that is, the deployed directory, permissions, or runtime resources that are needed.
