3.5.3 Design
Once rough-design is completed satisfactorily, the design phase can proceed.
Design starts with the topmost specialist and works down to the lowest levels of the
hierarchy. A specialist S begins by receiving a design request from its parent
specialist. It refers to the specification knowledge and data relevant to its further work.
A plan is selected using these data and the current state of the design. For example,
if one of the requirements is low cost, a plan with that quality can be selected. Plan
selection is presented in Section 3.8.
