Mobility and accessibility are two very similar concepts attracting similar policies, but they need to be clearly distinguished. Accessibility applies to places, identified either by their geographical location or by the activities taking place there. Mobility is concerned with people, either as individuals or as groups, their mobility being defined by the range of places and functions which they perceive to be accessible.
