The agenda

The objective

The objective is to contain the growth in the emissions of CO2, both an objective in its own right and as a proxy for other objectives such as restraining the urban invasion of agricultural land. The strategy is to assess the aggregate emission due to the use of the transport system as an entity and to have an ability to predict the changes in emissions created by transport policies, schemes and actions, and then to monitor the subsequent effects in order to judge whether wise decisions have been made. This highlights the need for a methodology to predict and monitor.
