IT service management activities can be grouped into two categories; those that focus on processing items related to events or requests, and those that focus on intangible attributes. Availability and capacity are about intangibles.

People often misunderstand the differences between availability and capacity and their roles in ITSM. With the broad acceptance of a variety of Cloud related capabilities, the confusion gets worse. At its simplest level, availability is how long something may be utilized, and capacity is how much of it can be utilized – think of availability as a “yes” or “no” state description of the IT service, while capacity is the “how much” description of the IT service.
