The presence of the DECLARE attribute instructs
the browser to regard the current OBJECT element
as a declaration only, without instantiating the object. A browser
may use this opportunity to precache data that does not require the
object being loaded or run. Another OBJECT element
pointing to the same CLASSID and/or
DATA attribute values, but without the
DECLARE attribute, gets the object running.
