Go under the Filter menu, under Blur Gallery, and choose Iris Blur. When you do this, it creates a large oval in the center of your image with a slight blurring outside the oval. To resize the oval, click-and-drag on the edge of it. To move it, click on the pin in the center and drag it where you’d like it.
