When the IAB encounters a particularly deep or thorny problem that must be researched in depth, it can request the Internet Research Task Force (IRTF) to review the problem and report back with their findings. The work performed by the IRTF does not typically result in any new standards, but instead tends to take the form of suggestions that the IAB follows when a working group is established to create a new protocol or specification.
For more information on the IRTF, visit their web page at http://www.irtf.org/.
