The term cold-start problem sounds funny, but, as the name implies, it derives from cars. In recommendation engines, however, the term cold-start simply means a circumstance that is not yet optimal for the engine to provide the best possible results.
In collaborative filtering approaches, the recommender system would identify users who share preferences with the active user and propose items that like-minded users have favored. Due to the cold-start problem, this approach would fail to consider items that no-one in the community has rated.
