The significance of urban local governments, not only as a system of local self-government and administration but as a totality of political processes is being slowly realized. After independence and with the inauguration of the constitution embodying the principles of democracy and the welfare state, municipal governments are expected to assume an increasing role in the political and administrative setup of our country.
