Each machine in a data center should have a Consul agent running, which is a single Go program that acts like a client and a server. Each data center should ideally have 3 or 5 Consul servers, but clients can number tens of thousands. Consul servers participate in read and write operations using the consensus protocol, so their sizing is very important. Read operations are limited by the number of cores, while write operations are limited by the IOPS of the storage. For example, you may need 2 to 8 cores and 8 to 64 GB of RAM per server, depending on the number of read and write operations you wish to perform.
