It would be much easier to perform effective project stakeholder management if you could fully predict the stakeholders’ behaviours! Sadly, this is not the case. There is much we don’t know about the stakeholders, and human behaviour is never entirely predictable. In addition, the total constellation of stakeholders and their possible behaviours is very complex. What we can do is to some extent predict whether stakeholders will be inclined to contribute or not based on a consideration of their motivation to do so, and on this basis decide how best to interact with each stakeholder.
