m.get_charsets(default=None)Returns the list L of string values of
parameter charset of
m’s Content-Type headers.
When m is multipart,
L has one item per part, otherwise
L has length 1. For parts that have no
Content-Type, no charset parameter, or a main type
different from 'text', the corresponding item in
L is default.
