In December 2013, the seven-year-old sister of Jeremiah Oliver mentioned to school counselors that she hadn’t seen her brother for some time. The following April, Jeremiah’s body was found in what appeared to be a suitcase along the highway, the victim of a brutal homicide.
Jeremiah, five years old, was one of the more than 45,000 children with open cases at the Massachusetts Department of Children and Families (DCF) that year. His family had been involved with the department since 2011. Following the report of the missing child, an investigation showed that the department’s social worker had not visited the child’s home since May, yet monthly in-person visits were required.
