Part IV explains the end of the source selection process. At this stage in the process, the source selection authority (SSA) makes a contract award decision, and the agency notifies all the offerors. In the award announcement, the contracting officer gives offerors an opportunity to receive a debriefing, where the agency provides each offeror a summary of its proposal evaluation. Once notified, offerors have a limited amount of time to protest the award decision.
