Conventional visual data compression technologies base on Shannon’s informa-
tion theory. In most of existing image compression schemes and standards, the sta-
tistical correlation among pixels is considered as a dominant factor on designing pre-
diction, transform, quantization, and entropy coding. During the past three decades,
the coding technologies have evolved significantly. However, it has been felt dif-
ficult to further improve the coding technologies. In order to improve the coding
performance, the computational complexity has been and still will be increased sig-
nificantly. Nevertheless, it is more and more difficult to get a decent improvement
