Quite a few service providers might have more than one million DSL lines installed a year. This can not be possible without an effective subscriber and service-provisioning model. If a service technician needs to be dispatched to a residence to install CPE and turn on the DSL connection, he will spend a little more than an hour working on the installation. In order for an ISP to serve more than a million subscribers, the ISP can not afford to spend so many man-hours and the resulting high cost in just turning up a connection.
