23 Management of Change (MOC) and Operational Readiness in the LAPP
23.1 RBPS Element 13: Management of Change
Management of Change systems are important in maintaining safe operations for LAPP because the nature of the work is to continually make experimental changes. MOC programs are a part of many management systems, such as those for quality assurance, environmental protection, personnel protection, and process safety.
The purpose of an MOC management system is to help ensure that changes made in LAPPs are made safely. These experimental changes should not inadvertently introduce new hazards or increase the risks of existing hazards. They include changes to the building, equipment, chemicals, materials, operating conditions, operating procedures, maintenance practices, maintenance procedures, personnel, and staffing.
A robust MOC program ensures that:
- proposals to make the change(s) are submitted into a formal review and approval process
- hazards associated with proposed change(s) are identified and analyzed
- decisions are made on whether to accept the change (based on risk)
- when changes are approved, the risk controls and follow‐up measures are specified, approved, and are successfully implemented
- all relevant process information, procedures and training are updated, made available and communicated
