24 Emergency Management in the LAPP
24.1 RBPS Element 16: Emergency Management
Emergency management is one of the elements of the RBPS Manage Risk pillar [7]. Effective emergency management establishes a rapid and safe response to the incident. The emergency responders know what the hazards are and how to respond to them safely. Skilled emergency responders are a mitigative safeguard, helping reduce the impact of the incident by quickly treating the injured and protecting the property (e.g., shutting the process down safely or fighting the fire). Emergency management includes:
- planning for possible emergencies
- providing resources to execute the plan
- practicing and continuously improving the plan
- training employees and contractors on what to do
- informing local, jurisdictional authorities on how they will be notified
- effectively communicating to everyone on and off site when an incident does occur [7]
The scope of an emergency includes responding to incidents involving hazardous materials and energies, communicating to and protecting the people on and offsite, communicating to and protecting the emergency responders and effectively communicating with site and corporate leadership, site neighbors, local authorities and the media.
