The Ceilometer project was originally intended (due to the Folsom release) to collect usage data and transform them into billable items so that the cloud operator would be able to create the customer's invoice. Due to its good modularity, Ceilometer has slowly grown to perform more monitoring and alarming for OpenStack. This has added more complexity to its core system components. Since the Liberty release, Ceilometer has been reorganized by splitting it into a few subsystems. That includes in a first iteration moving the alarm feature of Ceilometer to a new sub-project named Aodh.
