In Exchange 2000 and Exchange 2003, the Global Message settings define properties such as the maximum message size. Exchange 2007 omitted a global way to set these parameters through EMC, but Exchange 2010 brought this feature back under the Organization Configuration object. Exchange 2013 has a similar feature, but it’s a little buried; you must navigate to the Mail Flow section of EAC, select the Receive Connectors tab, and click the ellipses icon in the toolbar so you can choose the Organization Transport Settings command.
