When you install an additional language, Moodle places the language pack in its home directory, under the /lang subdirectory. It creates a subdirectory for each language's files. The following screenshot shows the results of installing the International Spanish and Romanian languages:

For example, the /lang/en_us subdirectory holds files for the U.S. English translation, and /lang/es_es holds the files for traditional Spanish (Espanol/Espana) translation.
