Some people call this color accent, and it means a single strong color concentrated in a small area, dominating the picture because the surroundings are drab, muted, or at least a consistent—and different—color. This kind of situation is not particularly common, least of all in the visual chaos of cities, which are becoming more and more multi-colored.
