Account Picture Provider

Any app—even one with no capabilities—has the power to change the current user’s account picture. This is exposed via a few simple methods on the Windows.System.UserProfile.UserInformation class. Fortunately, if an app attempts to do this, the user is prompted to consent to the change.

Of course, just because an app can change the user’s account picture doesn’t mean it should. If this makes sense for your app, perhaps because it’s an image-effects app, you should declare it as a target for the Account Picture Provider contract in its package manifest.
