This book is about China’s rise as a neo-totalitarian technological power, made possible through access to science and technology created by countries it now challenges for global leadership. Our aims are to describe this astonishing, yet poorly understood, phenomenon in an accurate and convincing manner for policymakers and the general public, and to propose solutions to protect, and improve, the open societies of the liberal world order.

Technology challenges all of us. Its power must be shaped toward the human good, defined by the people themselves.
