The previous chapter examined how China uses individuals overseas to serve China’s technology transfer objectives through various means (以多种方式). This chapter focuses on China’s state-run talent recruitment programs. These programs aim to attract experts from around the world to come work in China, on a part- or full-time basis, to facilitate the transfer of technology and knowhow.
Despite their ubiquity, there is still limited public information on the structure, scale, and scope of these programs.
