What have governments done to combat unwanted technology transfer to China? The answer rests to some extent on whether one adopts a “narrow” (though pertinent) definition of actions, for example, scrutinizing Chinese investments in overseas companies and technologies that form part of critical national infrastructure; or a broader definition that includes pushing back against political influencing and the social and professional networks aimed at effecting extraction.
