THE IMPACT OF CHINA’S POLICIES

In previous chapters we cataloged ways in which the Chinese government uses state policies and programs to extract foreign technology and knowhow, and how this behavior challenges global norms of commerce and research. Here we present two case studies and two vignettes involving emerging technologies that show how these practices are not “rogue acts” but derive from a comprehensive technology acquisition strategy designed and carried out by the Chinese state to expand its domestic economy and strengthen the influence of the CPC at home and abroad.
