In this chapter, we will explore how the “context of measurement” (the social and organizational aspects) largely determines the effectiveness of performance measurement, and how the context of measurement is actually more important than the technical aspects of measurement.
Measures come and go, but the context is always there! Unless you do something about it, a negative context can undermine whatever attempts you make at improving the technical aspects of your measurement system; without a positive context, much of the potential power of performance measurement will not be realized.
